Raven is not really a member of Task Force 27, but he figures prominently in that universe as a major source of intel for the team. And yes, I was playing a lot of Splinter Cell: Conviction when I made this guy.
Raven is the eyes on the ground. He's an old school spy, a master of manipulation, the kind of guy who spends years undercover, turning informants, stealing secrets, and generally being a badass. He's also a master of less subtle, more immediate methods of intel gathering. Bishop knew him from his Christians in Action* days, but Raven's not his man, so Bishop doesn't really trust him, though he knows that his intel is always solid. Bishop would probably prefer to work without him, but Sparrow insists on using him, so for know, Task Force 27 has no choice but trust that his intel is correct and hope he doesn't lead them astray.
