Dodger retired from the GI Joe team following the deaths of his fellow BattleForce 2000 squadmates, despite the camaraderie of the larger team. Once SHIELD reestablished the team under Major Sci-Fi, he knew having Dodger back on the squad would be vital to their chances for success and he made large concessions to sway Dodger back. For one, Dodger needed to be field commander for the squad, and to have the right to deny the fielding of any item of technology he didn't believe had a reasonable chance of usefulness.
While apprehensive about a disastrous event like befell the original squad, he greatly enjoys the access to state-of-the-art technology and especially the alien artifacts being a SHIELD member grants him access to. Thanks to tech based on items found via the Stargate, he built a new Marauder tank-bike. The tank unit is an autonomous mobile fusion reactor that charges the bike's antigravity flight engine. Connecting to the tank for a five-minute charge allows for roughly 36 minutes of flight, although the combined mode is the speediest as the bike can negate its own weight and a third of the tank's weight.
