As their home star exploded, the Korbite race fled into the unknown gulf between the galaxies. An advanced species, their entire populace was deconstructed and downloaded into computer storage, stored on a ship named Skuttlebutt, helmed by Bill.
Bill had been selected by a grueling process in which he died and was resurrected uncountable times. A b'taray, a desert ambush predator akin to a 'vulture-monkey', had been genetically altered and cybernetically upgraded. Bill's body had been flayed cell-layer by cell-layer, necessary to map his neural pathways, until he was left as nothing more than a brain connected to his extensive neurological 'tree'; and this was implanted into the upgraded b'taray.
Homing in on the dimensional portal from which their assailants emerged, Skuttlebutt came screaming into our galaxy at an unprecedented supra-light speed, raising SHIELD's alarm, and Thor was asked to investigate.
Seen as a member of the demon race that destroyed their home due to his similar mystical aura, Thor found himself in pitched battle with 'Beta Ray' Bill; a battle which he lost due to the unfortunate circumstances of losing hold of his hammer Mjolnir once Skuttlebutt and the combatants came inside the orbit of Earth's moon Luna.
Presented with the frail Donald Blake (who lacked the Asgardian aura), Bill seized a random stick and whacked it against the wall in frustrated, and was transformed with the powers of Thor!
After sorting the confusion, Odin judged that both warriors were worthy and true. Mjolnir returned to the possession of Thor, while Odin commissioned Stormbreaker for Bill to wield in defense of his Korbite people. Odin saw that Bill's foes were his own age-old foes Surtur and the fire demons of Muspelheim, and sent both warriors, and the shield-maiden Sif to close the portal allowing the demons to enter into the Midgard's universe.
In the days since, the Korbites were reconstituted and granted the barren land Nostrand to rebuild their civilization, and became Asgard's Space Administration, patrolling the void around the floating Asgard continent out to the perimeter where that void bleeds into the space surrounding Earth at the Lunar orbit.
Bill is the MU figure's head, thigh and knee armor, belt buckle, and hammerhead, bashed onto an MU Colossus torso and arms and MU Hyperion legs. The shoulder straps are from MU Hercules, the toes were added in with styrene rods, the wrists are Star Trek knees, and the hands are casts from DCC Kilowog (thanks, Nova!). I added some FixIt mass to Stormbreaker on both the hammer and as sides for some visual oomph, the chest sigil and straps on the leg armor are papercraft, and the cape is fabric bought for 30¢ for an eighth of a yard.
