That's a custom made head. I just took the POTC swan fave and put in on a joe head with added hair from fodder and sculpt.

Testors Acrylic modeling paint. The colors I used were Raw Umber (dark brown), Dark Tan, and I think RAF Interior Green.

This camo pattern is super easy. It may not look right when you start out, but keep dotting away and by the time you're done, it'll look good. The camo pattern is idiot proof.
