I distinctly remember on the G.I. JOE Sunbow series that Barbeque had a New England accent. So I was thinking which other JOEs might have accents.

Roadblock-He has hints of that N.O. accent.

Cross Country-Straight up red neck hick sounding.

Wild Bill-That cool Texas drawl. For some reason Roger Clemens come to mind.

Snow Job-maybe he sounds like a Kennedy

Torpedo-that Hawaii accent

Breaker-typical Southern accent, image Bill Clinton

Zap-tpyical Puetro Rican from The Bronx

Lady Jaye-No accent, actually she sounds like Grunt. I once heard that people from in and around Columbus, OH had the ideal American accent and this the way news anchors are taught to speak.

Finally, Scarlett, y'all might disagree, I picture Scarlett having a very soft and cute Southern accent. For me, Scarlett having a Southern accent adds to her character. I picture Scarlett sounding a little like Nancy Grace, but her accent isn't heavy, but you definitely hear it.

It seems the majority of Sunbow characters had accents or very distinctive voices at least. I think it was done to add more character and variety to the show. I would say it was done to make the characters distinctive from one another, but that's why they all had crazy outfits.

Shipwreck?

Possibly a vato, or Mexican that doesn't sound like a Vato

Tomax/Xamot?

According the their file card, their birthplace is an "Island in the Mediterrerrean," so that can be Gibraltar, Sicily, Sardinia, Crete, Malta or Cyprus, etc." this is assuming you think they were raise on the island of their birth also. I nominate making Tomax and Xamot Sicilians for obvious reasons.

Most likely Corsican.

I always pictured Flint and Beachhead to have southern accents. Of course that's just me

Beachhead, mostly definitely Yes. Flint, no for the following reasons, 1) He's from Wichita 2) He's a Rhodes scholar with a degree in English Literature. So more than likely he sounds like a T.V. anchor. or he speaks the the King's English with the Queen's grace.

That's why I said in MY opinion. I could give two dicks for what the file cards say.

Destro!...i know he was Scottish, but his accent seemed, odd...

Shipwreck?

Tomax/Xamot?

Destro was voiced by a black dude. I always thought he was a black dude, never a white guy, despite that weird open chest. I know, it's dumb.

Shipwreck was supposed to be a ripoff Jack Nicholson, I recall reading.

And yeah, the Twins are based off the Corsican Twins, so I'm assuming... Corsican? Which is... French...ish?

They made them have ridiculous accents because it helps to distinguish them as characters, and because they had a small handful of voice actors doing multiple voices. So they pull out their "best" ridiculous gallery of accents, no matter how awful they are, to differentiate between the voices. Dusty had an awful He-Haw Southern-ish accent, for example.

Ha! I thought the same thing about Destro when I was little. So confused.

SW was based on Jack Nicholson- from the Last Detail. SW actually looks like the movie poster. Which is weird now that I think about it- the movie predated the character by a good ten years or so.

Corsican has it's own language, which is actually closer to Italian, rather than French. However, only 10% of the population speak it natively- and 50% being proficient in it. So the twins probably speak French with an Italian accent.

And a note on Flint- he may have been a Rhodes Scholar- but he was still an Enlisted man at one time- he might have had the schooling, but I doubt he changed much in the way of his speaking.

Most definitely not. I'm on Sicily right now. Trust me on this, it's like an entire island of the "Jersey Shore"... I haven't seen anyone wear a suit in the past two months. And the guy was English.
