as for shapeways, the only thing i can confirm is that it is expensive for what you get...theres some things i want to buy, but its so costly...i just can't justify it...
For the water dio.. I don't plan on any destruction, due in part that I can't bring it to myself to "attack" U.S. forces, mostly just an excuse to get a carrier group together . As for the ground dio, I plan on sacrificing some trains, buildings and I think the airport depending on what I can do with some of the buildings. So all out mayhem for the ground crew!
I've been browsing the Shapeways site a bit and I agree, some is expensive but if they can make some tanks (for example) that have multiple on a sheet (think cut out) I think that would help. 1:700 is pretty damn small.
