I have several directions to go once I finish my Jagdtiger project and this is one of them.

I know this is a stupid question but does articulation really matter ? I thought it was the subject matter.
I am really not into figures . I do not really care if I have them on my vehicle or not.
But they are a big thing in 1/18th scale.
I have a bunch of original 21st figs that I was going to use as bases for this series .

More pieces in a figure equal to more money I would like to keep the price down as much as possible.

Those Ourwar figs look Ok but the head sculpts are wacked.
I think the only main concern is when the figure is in the prone position.
I do not think any figure made can bend its neck backwards to look realistic.
I think the old 21st figs can stand, kneel and pose running . Is this not enough ?
Head swaps are so ridiculously simple that it shouldn't be an issue. No, taking a knee, "running" and standing aren't enough. Yes, there are joint systems that allow figures to look up.
You could go the Sith_Fire route and shave down a body and build it up to what you want, adding articulation where you want it.
